Service Description: In the process of this service, when a
request for amendment/development of approvals, regulations, and laws from
companies and organizations affiliated with the ICT Ministry under the title of
a draft bill reaches the Deputy Minister for Government and Parliamentary
Affairs of the Ministry, the subject and content received are first reviewed by
the said deputy, and after being raised in specialized meetings and numerous
working groups. It is finally sent to the Parliamentary Deputy of the
Presidential Office under the title of a draft bill for presentation in the
Islamic Consultative Assembly, in coordination with the relevant units and
obtaining opinions from competent persons, if required.

Service Level Agreement (SLA)
1. Introduction: The request for proposal that is submitted
to the Deputy Minister for Government and Parliamentary Affairs of the ICT Ministry
from companies and organizations under the title of a draft bill is first
reviewed by the said deputy and after being presented in specialized meetings
and numerous working groups, it is finally sent to the Parliamentary Deputy of
the Presidential Office under the title of a draft bill for presentation in the
Islamic Consultative Assembly (Parliament), in coordination with the relevant
units and obtaining opinions from competent persons, if required.
2. Objective: The objective of this service level agreement
is to provide an opportunity for public, corporate or governmental stakeholders
who are within the scope of the statutes, powers, duties, and obligations of
organizations, companies, and headquarters units of the ICT Ministry and have
the motivation and will to participate and influence these types of approvals
and bills.
3. Responsibility: The responsibility for receiving comments
and suggestions from stakeholders before approving draft regulations and bills,
reviewing and evaluating them, determining their appropriate consideration, and
announcing the results of the actions rests with the Deputy for Government and
Parliamentary Affairs of the respective ministry. The platform for interaction
for this service is the Unified Services Window and Service Desk of the ICT
Ministry’s portal. In cases where participatory comments are not accepted, the
said deputy will announce the reason.
5. Costs and payments: The above-mentioned service is not
subject to fees or charges.
6. Performance period: This agreement will be valid until the
next version is published and uploaded.
7. Termination of the agreement: The termination date of this
agreement is the end of its one-year validity period.

We would like to bring it to the attention of all
stakeholders, applicants and interested parties that the ICT Ministry welcomes
participation in this service as follows:
The Ministry shall make all draft bills, laws, statutes of
relevant departments, and other such documents that require formulation or
updating available for public access and review for 2 weeks through its portal
at www.ict.gov.ir before taking approval measures. After receiving the proposals, the
Ministry's Office of Government and Parliamentary Affairs will review them and
include the comments that have no adverse or mitigating effects, are not
inconsistent with the approved laws and regulations, and are applicable in the
text in question, and will then proceed with the approval and notification
processes.
