PR of the Ministry of ICT – Dr. Mohammad Karampour, Head of CRA said:" regulatory has a special attention toward Post subject such as first, second and third operators of Post and active companies in international post sectors".
"Therefore, the principles of first operator license of Post have been approved in CRA commission and we hope that this operator license will be transferred during the next two months by the efforts", he added.
Secretary of CRA Commission about the principles of first operator license of postal services said:" Based on the approved principles, the approved cases in this field include the issue of licenses and services offered by the first operator of post, activities domain as well as the validity period of the license".
He noted that the other principles which have been approved by CRA commission's members are including competitive conditions, defining the interaction services with other operators, cultural and security complement and obligations of foreign investment up 49 percent of the operator stock.
Dr. Mohammed Karampour continued: "According to these principles, subjects such as defining the tariffs and observing the competition principles, as well as royalties and share of government revenue has been specified, too".
He expressed that it hasn't used foreign counselor
to regulate first operator license of Post and added:" The resources used to regulate this license included domestic consultants and experts as well as benefiting from the existing documents in the World Post Union (UPU) in this field".
Deputy of Minister of ICT in response to a question about the sovereign activities in post area said: "Based on the policies of Article 44 of the constitution, in Post area, its not possible to transfer the analysis section of the central post and management of distribution to the private sector and these cases will be considered as the sovereign topics".
He continued that organizing this sovereign sector is following up in the ministry of ICT and we are trying to transfer the first operator license of Post and organizing Post public organization simultaneously to avoid any interference in this area.
Head of CRA referred to create the second and third operators of post in the future and said: "These two operator licenses are in the stage of study and implementation".
"The call for organizing the active companies in the field of international posts has been given too", he continued.
