84percent of the defined projects in the Fourth Development Plan have been operated completely in different parts and the rest of them has been grown more than 88 percent, by the efforts of Ministry of ICT.
PR of the Ministry of ICT- defining the Universal Service Obligation (USO) and studying to make the necessary arrangements for its supply in the country are the defined projects in the Forth Development Plan which has been operated completely.
"Developing the technical and administrative system to give telecom operator's activities to the private sector" and "creating the mechanisms to measure and control the quality of telecommunications services of public and private operators up to the global standards" as well as "taking steps toward improving the quality of services" are the other projects which have been operated completely.
It has been also predicted in the fourth development plan to design and apply an engineering technical system based on national and global standards in order to study telecommunications equipment by considering the related technical and legal responsibilities and providing a special document to promote productivity in ICT sector which has been executed completely.
"Designing the emergency telecom Network", "providing a plan to develop rural ICT offices" as well as "providing a comprehensive plan for ICT museum keeping professionally" are the other defined projects in the forth development plan that have been implemented 100% respectively.
According to the report, the other projects that the regulators of the fourth development plan know ministry of ICT as responsible for them are "providing a program to develop and equip intelligent network (IN)" and "offering new services with the most consistent with NGN", "studying the necessity and transition process to the new generation networks (NGN)" as well as "designing and implementing the comprehensive management system for communicate with real and legal services recipients".
The report mentioned that designing the comprehensive technology management system in order to select the right value, correct transmission, complete absorption and making domestic the telecommunication and space technologies are the other defined projects that have been implemented completely.
