The main and basic movements of the forth plan have been operated
85%of the most important movements which have been scheduled for the Fourth Development Plan have been executed completely in different sectors and the rest has had 95% of growth by the efforts of the ministry of ICT.

PR of the Ministry of ICT – These movements had been predicted in telecommunication, post and information technology areas.
Among the movements which have materialized a performance more than what had been predicted in the plan include creating and launching post and post bank services in the ICT offices with 195 percent of materialization.
The most important steps which have been executed in telecommunication subsection include:
Codifying the executive bylaws and regulations to release, private and eliminate the public monopoly from the sector activities with the aim of achieving a competitive environment, creating an integrated management and implementing the standard communication networks as well as updating the national table of the country's radio spectrum allocation.
It had been also predicted to improve the quality control system and measure the customer satisfaction and settle the existing laws and related bylaws in the field of involving the national infrastructures maintenance, distribute it to the national fiber optic network that these movements have been executed completely.
Preparing the comprehensive plan for developing national post, studying and launching the new postal services such as a combination posts, logistic post and customer relationship management system are the basic and important measures in the post area that has been executed.
According to this report, programmers of the forth development plan had considered some important movements such as cooperating and coordinating in order to form the capital market in the sector, creating national portal, offering the facilities to IT services producers and provider as well as supporting to create the research and developing units of international companies contracting parties domestically and transferring their technical knowledge to the domestic partners in ICT area which have been executed completely.
