Head of CRA: People’s Satisfaction is the most important principle in ICT
One of the most important considered subjects in the cabinet is to satisfy people as the main ICT beneficiaries.
PR of the Ministry of ICT – Dr. Mohammad Karampour, Deputy of the minister and Head of CRA, in his first press meeting said: “ICT beneficiaries are divided to 5 groups. They are people as the most important, then the operators, government, IT industry activists, and International Associations”.
“On the other hand justice, fairness, clearness, explicitness and ethic are five important principles for the regulatory”, he pointed.
Deputy of minister of ICT talked about the philosophy of building regulatory in the countries and said that the regulatory has been built to prepare growth conditions for the operators and offer qualified services to the people.
He continued: “Some services of CRA such as standard modeling or exercising a control on the activities of the operators include the entire ICT beneficiary and some other services like license receiving include some of the beneficiary such as the operators and the government”.
He referred to the other services offered by this organization and said: “The other services which are offered to these organizations are such as codifying the statutes to offer (SLA), IP domain registering, serving codes and supporting customer rights”.
Head of CRA answered to a question about Competition Council and said that Competition Council is one of the most valuable organizations which have been organized by the government to make competition in all over the market.
He emphasized: “Therefore according to the fifth section of article 58 of execution law of principle 44 of the constitution, Competition Council have to approve and notify the price preparation algorithm, conditions of access to the market and the exclusive services regarding to the relative regulations”.
He continued that CRA will execute the price preparation algorithm immediately after notifying by this council.
About the process of tariffication Dr. Karampour explained: “Tariffication algorithm has been declared by Competition Council and then CRA have to define these tariffs according to the algorithm and thereafter defined tariffs will be notified to the operators by CRA”.
Head of CRA described the plan of the organization and said that currently more than 45 subjects are in turn to pose in CRA which are about new generation of technology.
He pointed that giving Post First Operator License and auction call for establishing international post operators are the other programs of CRA in current year.
