The full text of the ICT Minister’s message is as follows:
“October 29, the anniversary of the establishment of the
Information Technology Organization of Iran, is an opportunity to honor the
efforts of the managers, experts, and employees of this organization in
developing the country’s information technology infrastructure, services, and
capacities.
Information technology today has evolved from being merely a
supporting tool for executive activities into one of the important pillars of
development and governance. The quality of governance and people’s lives is
more dependent than ever on technology, data, and digital infrastructure.
Therefore, the formation of integrated and interoperable digital ecosystems
within the framework of Iran Boum is considered one of the requirements for
achieving smart governance.
Effective governance requires high-quality data, sustainable
infrastructure, interoperable systems, and the intelligent use of technology.
Moving toward data-driven governance, data-based decision-making, and the
provision of smart services is a necessity for increasing productivity and
transparency, facilitating people’s affairs, and improving the quality of
decision-making in the country.
In this regard, the Information Technology Organization of
Iran has a strategic responsibility that goes beyond the development of
information technology infrastructure and services and also encompasses the
steering, coordination, standardization, and regulation of the government’s
digital ecosystems. Iran Boum can serve as a platform for connecting government
agencies, data, infrastructure, and services, and can pave the way for more
integrated governance and the provision of smarter and higher-quality services
to the people.
Achieving this objective requires moving away from an
isolated approach to systems and toward integrated architecture,
interoperability, and common standards. In this process, Iran Boum will provide
a platform for data sharing, interaction among executive agencies, and
redesigning the way public services are delivered.
Along this path, the Information Technology Organization of
Iran must serve as the point of connection between the government’s overarching
policies, the needs of executive agencies, and the capacities of the country’s
private sector and technology community. By reducing duplication and increasing
synergy, it should help advance the country’s digital transformation.
The development of cloud and data infrastructure,
strengthening data centers, expanding smart government services, and making use
of emerging technologies, including artificial intelligence, will be effective
when they serve the formation of a smart, integrated, and data-driven
government and the improvement of the quality of governance and people’s lives.
Along this path, the specialized human capital of the
Information Technology Organization of Iran is the most important foundation
for fulfilling this mission. Playing a more effective role in technology and
data governance requires an agile, forward-looking organization equipped with
capable human resources and constructive engagement with the private sector and
the country’s community of experts.
I would like to congratulate all the directors, experts, and
employees of the Information Technology Organization of Iran on the anniversary
of the organization’s establishment and appreciate their efforts toward the
development of information technology in the country.
I hope that, in the period ahead, the Information Technology
Organization of Iran, relying on its human capital and playing a more effective
role in technology and data governance and in steering the government’s digital
ecosystems, and building on Iran Boum, will pave the way for the realization of
a smart government and the provision of integrated, intelligent, and
high-quality services to the people.
