Designing Supervision Pattern for Data Transfer Network Bandwidth Allocation and Subscription Method
Based on the request of Iran’s Communication Regulatory Authority (CRA), a project was implemented for designing a pattern for supervising the methods of data transfer network’s bandwidth allocation and subscription, which was successfully carried out in the Landline Communication Group of IT Research department of the Iran Telecommunication Research Center (ITRC).

According to the Ministry’s PR center, the project for ‘Designing Supervision Pattern for Data Transfer Network’s Bandwidth Allocation and Subscription Method’ was implemented in ITRC with the objective of defining clear-cut and obligatory methods for ensuring the quality of data communication services.

Based on this report, the overall goal for the implementation of this project was to design a supervision pattern on how the bandwidth was being distributed and shared in the services offered by service-providers in various layers of the network and proposing the required regulations in this regard.

This report conveys that other objectives of the project included: Identifying and studying the present state of affairs from the aspect of the existing pattern for network bandwidth allocation in Iran and reviewing the existing documentation in the ICT Ministry involving the regulatory commission’s ratifications and the WiMAX, PAP, ISP, and ISDP licenses, studying the state of affairs of the world’s best operators in this field, studying and reviewing standards and technical documents regarding bandwidth subscription, identifying the properties and characteristics of active services or other data related services from the bandwidth subscription property aspect, providing the advantages and disadvantages of the current state of affairs, clarifying and defining the desirable situation, determining optimum models of bandwidth allocation and distribution in Iran and determining the best model, determining the supervisory methods and approaches to supervise the best model chosen, providing the architecture of the measurement and supervision network and provision of the required hardware and software, preparing the RFP for implementing and establishing the measurement and supervision system, preparing the proposed legislations and regulations in form of ratifications and presenting them to the Communication Regulation Commission in order to carry out the supervisory tasks of the organization.
